They state that they used the mean (or average) household income to make the list.
Also, the city must have a population of at least 500 people and the margin of error provided by the Census Bureau for the city must be less than 50% of the mean household income estimate.

9-Stillwater: in Washington County average income = $175,856.00
8-Oronoco: in Olmsted County average income = $180,596.00
7-New Market: in Scott County average income = $187,607.00
6-May Township: in Washington County average income = $189,770.00
