What started out as a family dispute ended with the arrests of a Sioux Falls mom and a friend at a residence near Main Avenue and West Russell Street.

"While the officers were talking to a man who knows the woman, he wanted them to check on the kids that were inside," according to Sioux Falls Police Department Public Information Officer Sam Clemens.

"The man told us there was no water and no electricity inside the home. The officers found three young children inside the house. The conditions were really poor. There was spoiled food and trash piled up, just a real general mess."

And that's not all!

"While police were checking out the house, they found some meth and marijuana inside. Both the woman and man were arrested on drug charges and the children were taken into protective custody. The mom is also charged with child endangerment"

Clemens identified the mother as 27-year-old Billy Jo Sakpe and the man was 29-year-old Edward Cottier.
