Minnesota Republicans have taken a significant step toward opening the pristine to sulfide-ore copper mining by foreign-owned corporations.
At the center of the effort is a subsidiary of a Chile-based mining giant. Lawmakers are working to overturn a 20-year federal mineral withdrawal finalized in 2023 that protected the region’s watershed from mining activity.

Congressional Republicans, led by Rep. Pete Stauber, are advancing H.J. Res 140 to overturn a 20-year ban on mining near Minnesota's Boundary Waters Canoe Area Wilderness.
Passed by the House in Jan 2026, the resolution aims to revive copper-nickel mining projects, such as Twin Metals, arguing it boosts national security.
Supporters of the rollback are using the Congressional Review Act to reverse longstanding Public Land Orders that shielded this nationally treasured landscape.
Opponents argue the maneuver sidesteps established environmental review processes and ignores extensive scientific analysis that warned of the risks posed by sulfide-ore mining in such a water-rich environment.
The over million-acre Boundary Waters Canoe Area Wilderness is one of America’s most visited wilderness areas, renowned for its interconnected lakes, rivers, and unspoiled forests.
Critics warn that sulfide-ore mining carries a well-documented risk of water contamination from heavy metals such as arsenic and mercury, pollution that could persist for generations in a region defined by its clean water.
Beyond environmental concerns, many Minnesotans see the move as a threat to the state’s $13.5 billion outdoor recreation economy, which supports more than 22,000 jobs.
They argue that prioritizing the interests of a foreign mining conglomerate over a sustainable, homegrown recreation industry puts both the ecosystem and local livelihoods at risk.
For opponents, this represents a backdoor attempt to dismantle critical protections and jeopardize the long-term health of one of the nation’s most iconic wilderness areas.
